Double Jeopardy


A concerned citizen responded to Dan Thomson dilemma:
 
Question – if someone paid the Town of Kearney for a final Inspection and the building Inspector of the day didn’t do it, then why is the Town double charging because Hess ends up doing it? Mr. Thomson deserves a refund plus interest.

This seems to be the common concern. If the Town of Kearney's employee didn't perform the work (according to Hess)  he was paid to do, why is Mayor Paul Tomlinson insisting that citizens pay twice to have the work done once? But then, Tomlinson and his Proudfoot cronies voted themselves a juicy pay raise for doing less, so...
